6. I have therefore to request that I may have

your authority by telegram for proceeding at once with the work on the new Gaol and for continuing the

Shing Mun Water Works 2nd Section in accordance with the advice of Mr. Gourley and that approval may be given for immediate arrangements to be discussed for the issue of £200,000 in Treasury Bonds through the medium of the Crown Agents for financing the expenditure that will be incurred during the current

year as shown in the memorandum.

7.

Such approval necessarily involves approval

of the whole proposals contained in the memorandum

which I shall be glad to receive in due course.
